run game and before you join, open console and type: cg_fov 80  (default is 65) press enter and close console
look at differences: first pic is fov 65 , second 80.
sorry for quality but i cant post pic more than 128 kb here.
now no one will hide on roof when you pass by.

you can set the server so everyone that comes in has the same and so then no one has any advantage
